MARSHALL — Some temporary parking spaces created during construction on West College Drive in Marshall last summer could become permanent. At Tuesday’s Marshall City Council meeting, council members voted to introduce a proposed ordinance change that would allow parking along a block of Marvin Schwan Memorial Drive.
