Construction planned for streets near Marshall downtown
Project would affect parts of First, West Redwood and West Marshall streets
MARSHALL — The city of Marshall continued planning for next summer’s road construction season on Tuesday night, this time with a proposal for street and utility replacements along North First Street and parts of West Redwood and West Marshall Streets.
Marshall City Engineer Jason Anderson went over details of the planned construction, and the Marshall City Council set a public hearing date for Nov. 24.
Anderson said the proposed construction would affect North First Street between Main and Marshall streets, and a block each of West Redwood and West Marshall Street. A section of West Lyon Street was also considered for the project, but Anderson said the city will wait and see what happens with development along that block instead.
West Lyon Street runs along part of “block 11,” the block where the Varsity Pub and a gravel parking lot are currently located. The city of Marshall is currently trying to find potential developers for vacant property on block 11.
The project would reconstruct streets and replace water and sewer lines in the construction zone.
“There’s undersized water mains in this area,” Anderson said.
Part of the project would affect street widths in the area, he said. ”
We’re proposing street widths that I would say is largely similar to what’s out there,” Anderson said. Redwood Street would be narrowed to 38 feet wide instead of 40 feet, and North First Street would be four feet narrower between Lyon Street and Main Street.
The total estimated cost for the project, including contingency and engineering costs, is about $1.4 million. The proposed timeline for the project includes advertising for bids in January, and beginning construction in April.
Council members did have a few questions about the proposal. Council member Russ Labat asked if West Lyon Street would need to be rebuilt sometime before the Minnesota Department of Transportation starts construction on College Drive in 2025.
“I don’t think Lyon will need to be done,” Anderson said. It’s still possible, but there was a greater need on West Redwood and Marshall streets, he said.
Council members called for a public hearing on the project at 5:30 p.m. on Nov. 24.
