Third Street plan keeps stoplight

Reconstruction plans change some traffic flow, parking along Third/Lyon streets

MARSHALL — Plans for the reconstruction of Lyon Street and Third Street in Marshall’s downtown will include changes to traffic flow and parking, Marshall City Council members decided this week. However, there will still be traffic lights at the intersection of Main Street and Third Street.

The council voted to approve the street layout for the project on Monday. Council members said the plan was a compromise between the city and downtown business owners.

“These are 50-year visions when we do this,” said council member Craig Schafer. City staff and officials said they wanted to consider needs and opportunities for downtown, as well as traffic safety.

The city plans to reconstruct West Lyon Street and part of Third Street next year. In separate parts of the process, the city was looking at the street layout, and design and landscaping in the area. Marshall City Engineer Jason Anderson said the city worked with the Marshall Downtown Business Association through the planning process.

“We’ve worked a lot with the Downtown Business Association, we’ve gone to numerous meetings,” Anderson said. “We’ve really tried to understand their needs in this area.”

The final proposal Anderson brought to the council included making Third street a one-way street between Main and Lyon streets, and changing — but not removing — the stoplights at the intersection of Main and Third. The traffic lights that help pedestrians cross Main Street would stay, but the lights to cross Third Street would not be needed, and would be removed.

A median is also being proposed on part of Main Street what would help give additional pedestrian safety at the intersection.

After meetings with the city, DBA members said they could support the plan, Anderson said.

“We do have a litter of support in the council packet as well,” he said.

Although the Third Street stoplight drew a lot of public attention this year, it’s not the only part of the street project proposal. The layout brought before the council also included changes to parking in the area around Third Street and West Lyon Street. Lyon Street would remain a two-way street between East College Drive and Fifth Street, but it would have angle parking on the north side and parallel parking on the south side. Between West Lyon and West Redwood Street, Third Street would also have angle parking on one side of the road and parallel parking on the other.

Members of the council’s Public Improvement and Transportation committee recommended moving forward with the proposed street layout.

“It’ll be a new vision,” said council member Russ Labat. “I think it’s a very good compromise between the business owners and the city.”

Council members voted to approve the street layout proposal.
