Marshall ADM plant fined for permit violation
Plant ran gas flare more than air permit allowed, MPCA said

MARSHALL -- The Minnesota Pollution Control Agency has fined the Archer Daniels Midland Company for air permit violations at its facility in Marshall.
The MPCA announced this week that ADM paid a $25,000 fine, for operating a gas flare more than its permit allowed.
In addition to paying the fine, the company submitted plans for complying with air permit limits, the MPCA said. ADM also applied for an amendment to its permit.
"ADM is committed to compliance with all applicable laws and regulations and worked collaboratively with MPCA to amicably resolve concerns raised by the agency," said Jackie Anderson, a spokesperson for ADM.
In a Monday news release, the MPCA said reports ADM submitted to the state showed that, several times between December 2023 and June 2025, the Marshall facility had operated its gas flare more than allowed by its permit. The flare burns off biogas that isn't used as a fuel source for the Marshall plant, the MPCA said.
The news release said the ADM plant in Marshall had a 12-month rolling sum limit of 700 hours for its gas flare.
The MPCA said penalty payments, like the fine paid by ADM, go into the MPCA general fund. When calculating penalties, the MPCA considers factors like the seriousness of the violation, the potential harm to human health or the environment, and whether a company has a history of noncompliance with environmental laws.
