TRACY — Services for JoAnn Ruebsam, 86, of Tracy will take place at 11 a.m. Tuesday at Tracy Lutheran Church in Tracy.  Visitation will be one hour prior to the service, 10-11 a.m. at the church. Burial will take place at Sillerud Lutheran Cemetery in Balaton. Arrangements are with Horvath Funeral Service of Tracy.
