Request for Public Comment:
ATV Trail System Grant-in-Aid Proposal
On Monday, June 19, 2017, the Lyon County Parks and Recreation Board opened a 30-day public comment period for the following project as noticed on the official Lyon County website http://lyonco.org/. Public comments received will be included in a grant application to Minnesota Department of Natural Resources (DNR) requesting funding through the State's Grant-in-Aid (GIA) program. Approval of this proposal would allow the existing off-highway vehicle OHV trail system on private land to be open to the public for OHV use.
At this time the Lyon County Park & Recreation Board is seeking public input about the project described below. After the 30-day public
comment period the Park & Recreation board will hold a Public Hearing on this project on Thursday, July 20, 2017 at 7 PM at Lyon County
Public Works Building; 504 Fairgrounds Road, Marshall. All comments received will be forwarded to the Lyon County Board of Commissioners for consideration of project sponsorship.
ABOUT THE PROPOSED PROJECT:
The proposed OHV trail system is located on private land owned by Gary Thooft; on 75 acres located in the North 1/2 of the Southeast 1/4 of section 24 Coon Creek Township; west of the City limits of Russell Minnesota. (posted on the County website notice). This proposal would allow public use of 5.5 miles of OHV trail system for OHV use by Class 1 and Class 2 OHVs. (posted on the County website notice). The
proposed entrance to the property is from Park Road; City of Russell. No additional trails are proposed. The land will remain in private
ownership. Trail monitoring and maintenance will be performed by the land owner, and by the Minnesota Valley ATV Riders club. Proper use of the site will be monitored by the land owner, and the ATV club.
