ADVERTISEMENT FOR BIDS
Sealed Bids for construction of Marshall WTP Controls Upgrade for Marshall Municipal Utilities, Marshall, Minnesota will be received until 11:00 a.m. local time on Wednesday, May 10, 2017 at the Maple Grove office of Advanced Engineering and Environmental Services, Inc., at which time they will be publicly opened and read aloud.

The Work consists of all labor, skills and materials required to properly construct the improvement. Major components of the project include: Mobilization, bonding and insurance for all Project components.
WTP Controls Upgrade: The Marshall Municipal Utilities (Owner) currently owns and operates a Supervisory Control and Data Acquisition (SCADA) system that monitors and controls one (1) Water Treatment Plant and two (2) water towers. The Project consists of the replacement of all programmable logic controller (PLC) processors and operator interface terminals (OITs) within the existing WTP and water towers. PLC processors within five (5) existing control panels shall be replaced with Ethernet remote I/O adapters. PLC processors within two (2) existing control panels shall be replaced with Ethernet-capable models. All OITs shall be replaced with Ethernet-capable models per specifications. One (1) new master PLC control panel shall be provided and installed within the WTP. Two (2) new water tower control panels shall be provided and installed in place of existing water tower control panels. Fiber-optic cable exists between the two water towers and WTP, and it is terminated within existing patch panels. New conduit, fiber-optic cable, and Cat. 6 network cable shall be provided and installed within the existing WTP filtration and lime sludge buildings per project drawings. Existing spare conduit between the WTP filtration and lime sludge buildings shall be repurposed for new fiber-optic cable use. Contractor shall provide a complete and working Ethernet and fiber network, including new fiber-optic cable termination. Coordination will be required between the Owner and the
Contractor to shut down the WTP to allow for hardware replacement and network commissioning. All conduit, fiber-optic cable, Cat. 6 network cable, Fiber/Ethernet switches, shall be installed and commissioned prior to any controls hardware replacement. Controls hardware replacement shall occur within one (1), three (3) working day time period. Contractor shall provide Owner with all operator interfaces, Ethernet remote I/O adapters, and Fiber/Ethernet switches four (4) weeks prior to installation.
Each Bid shall be accompanied by a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota, payable to Marshall Municipal Utilities, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract within 15 days of Notice of Award in accordance with the terms of the principal's Bond and a contractor's Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. A copy of the Bidder's contractor's license or certificate of renewal must be provided within the separate Bid Bond envelope. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient Bid submitted will be returned to the Bidder unopened.

Environmental Services, Inc., 6901 East Fish Lake Road Suite 184, Water Tower Place,
Business Center, Maple Grove, MN.

The costs are $50.00 for CDs and $100.00 for printed documents, for each set of Documents obtained. Each set of Bidding Documents will include the Project Manual and one (1) complete set of 11×17 inch Drawings. Payment for Bidding
Documents is NON-REFUNDABLE. All Work shall be completed according to the Bidding Documents.
All costs associated with preparation of Bids shall be borne by the Bidder.
All Bids will be made on the basis of cash payment for such Work. The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. The Owner reserves the right to hold the three (3) lowest Bids for a period not to exceed forty-five (45) days after the date of Bid opening.
All Work for the Project shall be substantially completed by August 7, 2017 and shall be
completed and ready for final payment on or before September 11, 2017.
