REQUEST FOR BIDS

AMI System and Installation

Sealed bids for construction of an advanced metering infrastructure (ami) system and installation for Marshall Municipal Utilities, Marshall, Minnesota will be received by MMU's General Manager or his designee, until 2:00 p.m. local time on Tuesday, March 28, 2017 at the SL-serco office, at which time they will be publicly opened and read aloud.

All Bids shall be made on the proposal forms furnished by SL-serco. Payment to the General Contractor will be made on the basis of ninety percent (90%) upon certification of work

completed; ten percent (10%) thirty-one days after final completion and acceptance by owner.

The Work consists of all labor, skills and materials required to properly implement the AMI

system. Major components of the project include: Mobilization, bonding and insurance for all Project components and the following general scope of work:

The General Contractor will be responsible for the replacement and installation of MMU's Meter system as identified in the Plans and Specifications document, with a uniform system of new, accurate water and electric Meters and Advanced Metering Infrastructure technology. The new AMI system should allow MMU staff the ability to conduct on-demand, two-way Meter reads in near real time as desired.

The above work shall be in accordance with the specifications and proposed form of contract included in the bid package from SL-serco.

Any solution proposed shall not force utilization of a specific meter manufacturer, MDM, or Direct Load Control (DLC) vendor to the detriment of future expansion possibilities. Manufacturers of systems or system integrators who are proposing solutions in response to this RFB shall address compatibility, integration, and integration support between their proposed system and other systems described in this RFB as well as whether project management support is offered as part of

implementation for their AMI system.

The desired range of services includes provision of all required equipment and software for full-scale implementation, installation of all equipment, including Meters and Endpoints and software, system validation and cleanup, along with initial and refresher staff training. MMU will not proceed to full implementation until all system performance measures have been achieved in the initial Demonstration Phase. MMU desires to contract with a single business entity covering the entire scope of the Project under a single contracting relationship. Partial submittals will be rejected as non-compliant. MMU reserves the right to accept or reject individual components during the contracting process. Consortiums of Respondents and subcontractors operating as a single business entity and submitting a Proposal are acceptable, if the single business entity acts as General Contractor.

The successful bidder will be required to provide Certificate of Insurance, Payment Bond and Performance Bond in the amount and on the form specified in the SL-serco Bid documents, at the time of contracting.

All Work shall be completed according to the plans and specifications on file at SL-serco, 2817 Anthony Lane S., Suite 104, St. Anthony, MN 55418. Bidding Documents are on file and may be seen and examined at the MMU or SL-serco office.

The costs are $50.00 for CDs and $75.00 for printed documents, for each set of Documents

obtained. Each set of Bidding Documents will include the MMU AMI System and Installation Project Plans and Specifications, Bidder Response Form and Bid Form. Payment for Bidding Documents is NON-REFUNDABLE. All Work shall be completed according to the Bidding Documents.

All costs associated with preparation of Bids shall be borne by the Bidder.

All Bids will be made on the basis of cash payment for such Work. The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. All bids submitted shall be firm and binding for a period of 90 days from the date of bid opening.

All Work for the Project shall be substantially completed by December 1, 2018 and shall be

completed and ready for final payment on or before December 31, 2018.
