Fairmont man faces murder charges
Victims identified as Mankato man, woman
MANKATO — A 44-year-old Fairmont man faces two counts of second-degree murder and six other felony charges following a Sunday shooting that left a Mankato man dead and a Mankato woman injured.
The suspect, Joseph David Bulfer, was apprehended by responding officers at 700 block of Castle Pines Drive. Officers found a deceased man and injured woman, according to the Mankato Department of Public Safety.
Police were called at about 1:35 p.m. Sunday by an individual who reported hearing a loud bang, noticed a hole in their wall, the caller thought were gun shots fired from a townhome behind their residence, according to Blue Earth County court documents.
Also in the documents, a dispatcher reported the caller said they were shot by an AR-15 (semi automatic rifle), the suspect, later identified as Bulfer, was still on the scene and that one victim, later identified as Joshua Robert Downey, 52, of Mankato, was dead.
An officer said Bulfer did not appear to be physically harmed and asked Bulfer if he wanted to be checked by medics. Bulfer declined, saying he just wanted to go to jail, before he was handcuffed without incident, according to court documents.
The documents also stated that the female victim, Rosalyn Marie Rode, 37, of Mankato, told a Minnesota Valley River Drug Task Force agent while she was at a medical facility, that she dated Bulfer for period of time before breaking up in about December of last year. She said she began dating Downey which Bulfer could not handle.
The woman said she was hanging out with Downey in the townhome when Bulfer arrived and began shooting Downey multiple times, then punched her a couple times, including a blow to her head with the rear end of a rifle.
A provisional autopsy showed multiple gunshot wounds to Downey’s head, face, right arm and shoulder and left forearm, multiple entrance, exit and graze gunshot wounds to his torso, according to court documents.
Bulfer was charged with eight felony counts Tuesday in Blue Earth County Court. Charges include two counts of second-degree murder-with intent-not premeditated, first-degree assault-great bodily harm, second-degree assault-dangerous weapon, possession ammunition/any firearm, conviction or adjudicated delinquent for crime of violence, first degree burglary-dwelling occupied, first-degree burglary possession dangerous weapon and first-degree burglary-assault person in building.
Bail was set at $5,000,000 with conditions, $10,000,000 without conditions Tuesday. An initial appearance was set at 1:30 p.m., Thursday, May 7. An order for Bulfer to surrender firearms as a release condition was filed Tuesday.
Bulfer has prior felony convictions for threats of violence, first-degree burglary and domestic assault by strangulation, according to court documents.
