MARSHALL — A Balaton man charged in connection with a hit-and-run incident in December has pleaded not guilty to charges of assault and criminal vehicular operation, district court records said. Carlos Eduardo Rodriguez Rivera, 30, appeared in Lyon County District Court at a hearing Tuesday.
