Price quotes for Garvin Park updates rejected

Bids for bathroom, cabins came in 'well outside' estimates

MARSHALL — Lyon County Commissioners formally rejected price quotes for a new shower building and camper cabins at Garvin Park this week.

Lyon County Environmental Administrator Roger Schroeder said the quotes came in well above an engineer’s estimate and over the amount of grant funding the county had available for the project.

Lyon County Administrator Loren Stomberg brought the item before county commissioners at their Tuesday meeting.

“Unfortunately, this came well outside of our range,” Stomberg said. Stomberg said the county only had one bidder for the project.

Schroeder said altogether, the bids for the shower building and camper cabins were about $500,000 over an engineer’s estimate.

Stomberg said commissioners were being asked to consider rejecting the bids and then putting an updated proposal for the shower and camper cabins out for bid.

“Staff is working on putting together a bid package, so that we can get this done again,” he said. “In my understanding, with the grant we have up until the first of June a year from now to get that project completed. So we still have a little time.”

Commissioner Rick Anderson suggested that Schroeder also request an extension for the grant project that would fund the updates at Garvin Park. He said an extension request would be something that would have to go to the Minnesota state Legislature in its next session for approval, so that would factor into the timing of the request.

“We have to have it so we can get the bill written,” Anderson said.

In two separate motions, commissioners voted to reject the bids for the bathroom and shower building, and for the camper cabins.

In December 2023, Lyon County was awarded a state Legacy grant to build a total of four cabins, and to make other improvements at Garvin Park. Plans for the project were to build the cabins at what is now Garvin Park’s primitive campground area.
