Level 3 predatory offender to move to Marshall
MARSHALL — A level 3 registered predatory offender will be moving to Marshall in July, Marshall Police said. The MPD released information Tuesday notifying the public that Dillon Ray Desrosiers will be moving to the 600 block of West Lyon Street on July 1.
Desrosiers remains under supervision by the Minnesota Department of Corrections’ Intensive Supervised Release Program, Marshall Police said.
The state of Minnesota has three risk levels for registered predatory offenders. Level 3 is the highest risk level, and allows law enforcement to notify members of the public about the offender.
Desrosiers was convicted of fourth degree criminal sexual conduct in Winona County in 2012, and third degree criminal sexual conduct in Anoka County in 2013. A release from the MPD said Desrosiers has a history of sexual contact with known female teenagers. He gained access to one teen through the Internet, Marshall Police said. Desrosiers also used attention to establish trust and gain unmonitored contact with victims, and used coercion and mood-altering substances in an effort to maintain control, Police said.
A fact sheet released by the MPD emphasized that Desrosiers has served his sentence. The public notification is meant to raise awareness, not to increase fear, Police said. Abusing the released information to threaten, harass or intimidate a registered person could be charged as a crime, the release said.
