Marshall looks at removing ‘No Parking’ zone

MARSHALL — Some temporary parking spaces created during construction on West College Drive in Marshall last summer could become permanent.

At Tuesday’s Marshall City Council meeting, council members voted to introduce a proposed ordinance change that would allow parking along a block of Marvin Schwan Memorial Drive. The proposal would allow on-street parking on Marvin Schwan Memorial Drive between South First Street and West College Drive.

The council will take action on the proposal at its Feb. 10 meeting.

Introduction of the proposed ordinance change was approved as part of the council’s consent agenda. It was not discussed by the council at Tuesday’s meeting.

Materials in the council’s meeting agenda packet said that historically, Marvin Schwan Memorial Drive has had “No Parking” signs on both sides of the street between West College Drive and South First Street. Those signs were temporarily removed to help with business parking during reconstruction of College Drive last year. The council packet said Marshall has gotten a request to keep the parking along Marvin Schwan Memorial Drive.

The agenda packet said Marshall city staff thinks there would be enough room to have parking on both sides of the street on that block. However, they were asking the council to consider some overnight parking restrictions, to allow for snow removal. City staff recommended that there be no parking on that block between 1 and 7 a.m., between Nov. 1 and April 1.

Changing the parking rules on Marvin Schwan Memorial Drive would require updating the city’s ordinances on snow emergency parking, and a resolution authorizing removal of the “No Parking” signs. Both items could be approved by the council Feb. 10.
