Marshall seeks grant funds for ‘mini roundabout’ project

MARSHALL — A planned street project in Marshall would replace a stoplight on Country Club Drive with a small roundabout, Marshall city staff said this week.

At Tuesday’s Marshall City Council meeting, Public Works Director Jason Anderson said the city wanted to apply for state Local Road Improvement Program grant funding for the reconstruction of parts of Country Club Drive and South Fourth Street.

“There’s no local cost to this project at all, we’re just trying to reduce the spend on the State Aid account,” Anderson said. He said Marshall has already secured $824,000 in federal road and bridge funding for the estimated $3.15 million project.

Anderson said city staff have been looking at reconstructing the area around the Fourth Street/Country Club Drive intersection for some time.

“Back in 2021, we did a traffic evaluation at the intersection,” Anderson said. Based on the study, the city could remove the traffic light at the intersection by building a “mini roundabout” instead. In addition to building the roundabout, “The reconstruction would tie in nicely to MnDOT’s roundabout on Country Club Drive, work back to the Fourth and Country Club intersection, and then Fourth Street gets reconstructed back to College Drive to kind of finish that triangle,” Anderson said.

The project is included in Marshall’s capital improvement plan for 2027, he said.

Anderson said the city was seeking approval to apply for LRIP funding.

Council member Craig Schafer said the proposed project was discussed by the council’s Public Improvement and Transportation Committee.

“There were a couple different alternatives that were brought up,” besides the roundabout, Schafer said. “This one works really well.

Schafer said the proposed roundabout would be similar to the smaller roundabouts located in the city of New Prague along Minnesota Highway 19. The roundabout curbs would be low, so that larger vehicles would be able to navigate them, he said.

Council members voted to authorize Anderson to apply for LRIP grant funds for the project.
