Lyon County board OKs agreement for Russell street construction

MARSHALL — Construction is going on to update infrastructure in the city of Russell, and it’s a project that also affects a Lyon County road.

This week, county commissioners approved an agreement for the county and the city of Russell to share construction and engineering costs on improving part of County Road 15.

The city of Russell is currently in the first phase of a project to update needed infrastructure like utility lines. Part of the project will include installing new water lines under part of County Road 15, which doubles as First Street in Russell.

On Tuesday, Lyon County Highway Engineer Aaron VanMoer presented county commissioners with a cooperative construction agreement with the city of Russell. The agreement would allow the city and the county to participate in the cost of improvements on County Road 15, between County Road 31 and County Road 66 in Russell.

VanMoer said the county had held off on doing a mill and overlay on part of County Road 15, “because we knew this project was coming.”

Under the agreement, the county and the city of Russell would share in the final construction costs and engineering costs of the mill and overlay project. Commissioners approved the cooperative agreement.

A county road detour is in place in Russell while utility construction is going on, according to project updates posted by Bollig Engineering, the firm working with the city of Russell on the project. A July 29 update said County Road 15 would be shut down between Front Street and County Road 31 so a new water main could be installed. The detour was anticipated to stay on for a few weeks, Bollig Engineering said.

Traffic on County Road 15 was being detoured onto County Road 2, County Road 13, and County Road 66, the update from Bollig said.
