Council votes to re-zone Market Street mall

MARSHALL — The Market Street Mall in Marshall isn’t nearly as busy as it used to be — and now city zoning will also reflect changes in the use of the property.

This week, members of the Marshall City Council voted to re-zone the mall and nearby property from a shopping center district to a general business district.

At Tuesday’s council meeting, Marshall assistant planning and zoning administrator Ilya Gutman said First Premier Bank of Sioux Falls, S.D., was requesting that the mall property be re-zoned for future development.

“We all know that the mall doesn’t function as a mall any more, and the whole concept is kind of going away,” Gutman said.

Gutman said First Premier Bank was requesting that the mall property, located on the 1400 block of East College Drive, change from a B-4 shopping center district to a B-3 general business district.

In addition to the bank’s request, city staff thought it would also be practical to re-zone additional B-4 property near the mall, Gutman said. With the additional re-zoning, the area where Hobby Lobby, Ashley Home Store, and Glik’s are located would also go from a shopping center district to a general business district.

Council member Amanda Schroeder said the city Planning Commission held a public hearing on the zoning request May 10. The Planning Commission didn’t have concerns about the request, and recommended the council approve it.

“It’s B-3 all around (the mall), so they really weren’t concerned. It seems to make sense for the area,” Schroeder said.

Council members voted to approve the zoning request.
