Street reconstruction bonds, abatement hearings held

MARSHALL — The Marshall City Council took action this week to help finance a few different public projects in the city.

At Tuesday’s council meeting, council members held hearings on using tax abatement financing for parking lot and parks projects in Marshall, and on issuing street reconstruction bonds for the reconstruction of North Third Street and West Lyon Street downtown.

Neither hearing drew comments from the public. Afterward, council members approved each proposal, in separate votes.

The first hearing focused on using $600,000 in tax abatement financing for city projects on a public parking lot and improvements at Independence Park, Legion Field and the Amateur Sports Center.

“It is not an actual abatement,” said Mikaela Huot, of Baker Tilly. Tax abatement financing allows cities to identify specific parcels of land within an abatement, and then use the city taxes generated from those properties to pay bonds, Huot explained.

The city had identified 36 parcels that would be included in the abatement.

“The list of parcels that was published does include a parcel owned by a city council member,” said E.J Moberg, director of administrative services for the city of Marshall.

However, he and city attorney Pam Whitmore said the council member was not receiving any direct financial benefits from the abatement, and all council members could vote on the matter.

A motion to approve the tax abatement financing passed unanimously.

The second hearing the council held was on approving a five-year street reconstruction plan and issuing street reconstruction bonds. Huot said the city needed to have a street reconstruction plan, and the one discussed in the hearing would cover 2023 through 2027.

The city was also considering issuing general obligation street reconstruction bonds, with a maximum principal of $3.7 million. This would help finance the reconstruction of parts of North Third Street and West Lyon Street downtown, Moberg said. The city plans to replace utilities and rebuild portions of the two streets in the downtown area.

Moberg said approval of the street reconstruction plan and bonds would require at least a two-thirds majority vote by the council. The proposal passed unanimously.
