MARSHALL -- The Marshall City Council on Tuesday approved two resolutions related to the C Street/Southview Drive bike trail project.
In the first resolution the city agreed to act as sponsoring agents for the bike trail project. The project is seeking Transportation Alternatives funding. Sponsorship includes a willingness to secure and guarantee the local share of costs connected with the project.
The second resolution identified responsibility for operation and maintenance for the project. If completed, Marshall will assume responsibility for the operation and maintenance of the trail. These resolutions were needed before staff could complete the grant application process.
Minnesota Department of Transportation is currently soliciting for 2025 Transportation Alternatives grant applications. The grant is an 80-20 grant to match program that provides funds for pedestrian and bike facilities, historic preservation, Safe Routes to School, and more.
For several years there has been discussion about providing a direct trail link between the trail at the intersection of C Street and Progress Drive down to Southview Drive. Marshall Public Schools would partner with the city and cover the cost of the trail spur connecting to the school.
The motion to accept the resolution was made by Councilor James Lozinski with a second from Councilor John DeCramer. The resolutions passed 6-1 with a no vote from Councilor Russ Labat.
This is the first step in the grant application process. There is no fiscal impact from these resolutions. If the grant is awarded, the city will be notified in Spring 2021. City participation is $51,913.50 in cash, with the City also providing the services for a grant application, project design, project permitting, and construction administration. These engineering services are valued at $65,975.60.
If awarded, the project would begin in 2025.
