MPD provides information on release of Level 3 sex offender

MARSHALL — Marshall Police are making information available on a predatory offender who will be moving to Marshall.

The Marshall Police Department announced Monday that Bradley Scott Edwards, 25, a level 3 registered predatory offender, will be living in Marshall starting Thursday, Marshall Police announced. While the MPD couldn’t tell the public the exact address Edwards would be living at, they said he would be living on the 600 block of West Main Street.

“In past years, we’ve had several community notification meetings that we’ve done in person,” Marshall Public Safety Director Jim Marshall said in an introduction to the video. But due to COVID-19 concerns and restrictions on large gatherings, a video presentation was recorded about Edwards’ release instead.

“I want to assure our community that the Marshall Police Department will do everything to provide for your safety and your protection,” Marshall said. Part of that includes making information about Edwards’ release available, he said. However, local law enforcement and representatives of the Minnesota Department of Corrections also emphasized that the information is meant to help residents make safety decisions, and not for people to harass or take vigilante actions against Edwards.

“As much as we’re focusing on one individual, I also want your awareness broadened,” said Brad Vandervegt, community notification coordinator of the Minnesota Department of Corrections. “What we don’t want is to have some vigilante scenario,” Vandervegt said.

Edwards was convicted of third degree criminal sexual conduct in Redwood County in 2013, Vandervegt said. Edwards engaged in sexual contact against a teenage girl who was known to him, first establishing a relationship of trust and then using force to gain compliance. Edwards was 17 at the time of the offense.

Vandervegt said Minnesota’s predatory offender registry includes people who have been convicted and been to prison for offenses including criminal sexual conduct, kidnapping and false imprisonment. There are three classifications of predatory offender, with Level 3 being the level with the most risk of re-offending. Only Level 3 offenders require public notification of their release, he said.

Edwards will be on intensive supervised release, which involves monitoring and frequent contacts with supervising agents. Edwards does have restrictions against contact with minors, the informational video said. Marshall Police said Edwards will be living on the 600 block of West Main Street in Marshall, which would put him on the block across the street from the Marshall/Lyon County Law Enforcement Center.
