Lyon County OKs joint emergency manager with Lincoln

Move made after DeSmet quits to accept post with Upper Sioux Community

MARSHALL — Lyon County will be going through some changes in its emergency management department this summer.

On Tuesday, county commissioners voted to enter into an agreement with Lincoln County to have a shared emergency manager. Lyon County staff said the agreement would fill the interim as the county decides how to proceed with hiring a new emergency manager.

In May, Dan DeSmet stepped down as Lyon County emergency manager to accept a position with the Upper Sioux Community.

At Tuesday’s county board meeting, Lyon County commissioners discussed an agreement where Lyon County would share Lincoln County’s emergency manager. The emergency manager would serve Lyon County for around 16 hours a week, and Lyon County would compensate Lincoln County for hours worked and mileage, said Lyon County Administrator Loren Stomberg.

“Unfortunately, we were not able to get a rate,” Stomberg said — but the agreement called for compensation calculated based on the Lincoln County emergency manager’s current salary and benefits. Lincoln County would invoice Lyon County monthly for compensation.

The agreement would run from June 2 through Aug. 31, and then continue on a month-to-month basis after that. For the time being, Stomberg would also serve as Lyon County’s deputy emergency manager, commissioner Charlie Sanow said.

Stomberg said there are some other Minnesota counties that have had joint emergency managers. For example, Stevens County and Big Stone County have a joint emergency manager.

Commissioner Paul Graupmann asked if the joint emergency manager would be able to work more than 16 hours a week if there was a natural disaster or other emergency in Lyon County. Stomberg said Lincoln County had indicated that was possible.

Commissioners voted unanimously to approve the agreement with Lincoln County.
