A Summary of the Proceedings of the Lyon County Board

9:00 a.m. pursuant to notice the Lyon County Commissioners met with the following members present: Commissioners Anderson, Sanow, Graupmann and Ritter. Commissioner Stensrud was absent. Also

present: Administrator Stomberg and Attorney Maes.

MSP to approve the agenda with the addition of a closed session to discuss County Administrator performance.

MSP to approve the consent agenda.

MSP to accept the donation of $100 from Schwartz farms to be used for National Night Out in August 2016.

MSP to approve the recertification vote and give the Board Chair and Administrator permission to sign any contracts or resolutions that need to be signed.

MSP to approve the 2015 Feedlot Report and give Chair authorization to sign the report.

MSP to approve the 2016-2017 Feedlot Work Plan and approve the Chair to sign the document.

MSP to approve VanMoer to solicit bids for a Wheel Loader from the State Bid Contract with the conditions of the bids being a straight

purchase and one for a trade in purchase for a new or low hour Wheel Loader. The Capital Committee will meet and make a recommendation to the Board.

MSP to approve getting quotes for a new or low hour Steel Drum Roller. Quotes must have options for a straight out purchase or trade in. The Capital Committee will meet and make a recommendation to the Board.

MSP to approve the Technology package base bid of $233,470.00 from Meier Electric, Inc. and have the rest of the money from the projected budget for this category roll into the Contingency.

MSP to approve the design and construction to upgrade the Leachate load out system.

MSP to approve the 2016 Professional Services Agreement with Burns & McDonnell in the amount of $79,000.

MSP to approve hiring Brian Rodas as General Equipment Operator with a starting rate of $17.78 and a start date to be determined. This position will be based in the Russell Shop.

MSP to approve hiring Parry Bossuyt as General Equipment Operator with a starting rate of $17.78 and a starting date to be determined. This position will be based in the Cottonwood Shop.

MSP to approve the request for the grand prize of the weeklong March Madness wellness activities being a half day of vacation. The funding will come out of the PreferredOne grant and will be a onetime event unless it is brought back to the Board for consideration.

MSP to enter into closed session at 11:25 a.m.

MPS to adjourn the meeting at 12:25 p.m.

A Summary of the Proceedings of the Lyon County Board

9:00 a.m. pursuant to notice the Lyon County Commissioners met with the following members present: Commissioners Anderson, Sanow, Graupmann, Stensrud and Ritter. Also present: Administrator Stomberg and Attorney Maes.

MSP to approve the agenda with the following additions: Mechanic Foreman hire and Correctional Officer resignation.

MSP to approve the consent agenda.

MSP to approve the TriMin contract for the maintenance and support of IFS for a total of $2,361.00 effective January 1, 2016-December 31, 2018.

MSP to approve the 2016 tobacco license for the Ghent Farmers Coop.

MSP to refer the Southwest MN Friends Gambling Permit Application to the City of Marshall.

MSP to approve the Masons to work with Administration and the

contractor to put a cornerstone on the Government Center addition.

MSP to approve the extension to December 31, 2016 for the One

Watershed One Plan MOU.

MSP to approve the CUP for BT Pork Farms with the conditions

recommended from the Planning Commission.

MSP to approve the CUP for East River Electric as long as all landowners have been contacted along the new distribution line.

MSP to approve the MNDOT Detour Agreement to detour traffic on County Road 10 while they construct passing lanes along Highway 23 for a total of $12,892.26.

MSP to approve the final payment to Borneke Construction for a total of $265,518.02.

MSP to accept the offer of $1,500 from the Russell Cemetery Association for the purchase of land adjacent to the Russell Cemetery and to allow Board Chair and Administrator to sign documents.

MSP to approve the resignation of Bernard Doom effective March 1, 2016.

MSP to approve the Assessor Department Summer Help position with funds coming out of the Recorder unallocated fund and allow

advertising of summer help positions.

MSP to approve the resignation of Zac Corbin effective February 13, 2016.

MSP to approve the hire of Andrew Hoffmann as Mechanic Shop

Foreman with a starting rate of $21.50 per hour and a starting date of on or around March 1, 2016.

MSP to enter into closed session.

MSP to come out of closed session.

MSP to adjourn at 11:55 a.m.

9:00 a.m. pursuant to notice the Lyon County Commissioners met with the following members present: Commissioners Anderson, Sanow, Graupmann, Stensrud and Ritter. Also present: Administrator Stomberg and Attorney Maes.

MSP to approve the agenda with the addition of Committee Appointments.

MSP to approve the consent agenda.

MSP to approve the 2016 A’viands contract to include a 1.5% increase.

MSP to accept the $75 memorial for Robert Broberg Jr. and put towards Memorial Day appropriations.

MSP to approve the 2016 contract for Russell for 10 hours of police services per week for a total of $20,985.60.

MSP to approve the 2016 contract for Balaton for 30 hours of police services per week for a total of $62,985.80.

MSP to approve the Lyon County Website as the official designation of advertisement for bids for transportation related projects for the Lyon County Highway Department.

MSP to deny the request to waive the late penalty for Dan Markell for parcel 07-001003-0.

MSP to accept the quote from Paape Companies for a total of $48,400.00 for the replacement of the Museum HVAC control units with funds coming out of the Capital Fund.

MSP to sign the JPA with LPRW systems.

MSP to approve the Conservation position and the language would state that this would be a 2 year grant funded position.

MSP to approve the hire of Mark Buysse as Assistant Appraiser with a starting rate of $17.78/hour and a starting date of on or around February 1.

MSP to approve the hire of Matt Dwire as Building and Grounds Worker with a starting rate of $14.53/hour and a starting date of on or around February 8.

MSP to approve finishing the lower level of the Government Center Remodel for a total of $253,149.67 to come out of the Contingency.

MSP to sign the agreement with Paint Care with the clarification of the insurance by the Attorney.

MSP to adjourn at 10:45 a.m.

MSP to approve accepting the donation of $35 for the Veterans Coaching Network from Stephanie Geier.

MSP made to approve the 2016 Turkey Hunting at Garvin Park for seasons A-C, April 13th-May 3rd, 2016.

MSP to approve a resolution in support of the proposed trail connection plan and use of County property for the Camden Bike Trail connection.

MSP to approve delaying implementation of federal uniform guidance until 2017.

MSP to approve the transfer of Haylee Smith to the Auditor Treasurer Office as an Accounting intern at a rate of $10/hour.

MSP to approve the hire of Ashley Wildman as part time Dispatcher with a starting rate of $15.86/hour.

MSP to adjourn at 11:00 a.m.
