A Summary of the Proceedings of the Lyon County Board

9:00 a.m. pursuant to notice the Lyon County Commissioners met with the following members present: Commissioners Anderson, Sanow, Graupmann, Stensrud and Ritter. Also present:

Administrator Stomberg and Attorney Maes.

Lyon

MSP to approve the Agenda with the addition of Change Order #2 for County Ditch #10.

MSP to approve the Consent Agenda.

MSP to approve Change Order #2 for CD 10 project for a total of $10,600.

MSP to approve the quote from Quality Cleaning for $2,490/month plus applicable taxes for one year and a month to month basis.

MSP to approve the 2016 Tobacco License renewals, items 8, 10-15 on the Routine agenda.

MSP to approve the 2016 Tobacco License renewal for Valley Discount Liquor. Motion passed with Commissioners Anderson, Graupmann, Sanow and Stensrud voting in favor. Commissioner

Ritter abstained from voting due to a conflict of interest.

MSP to approve the 2016 Liquor License renewal for Valley Enterprises of Fairview, Inc. Motion passed with Commissioners Anderson, Graupmann, Sanow and Stensrud voting in favor.

Commissioner Ritter abstained from voting due to a conflict of interest.

MSP to approve the 2016 Liquor License renewals, items 17-19 on the Routine agenda.

MSP to approve the Lynd Contract for Police Services for 2016-2018 for $41,971.20 in 2016, $43,230.34 in 2017 and $44,527.25 in 2018.

MSP to approve the Cottonwood Contract for Police Services for 2016-2017 for $6,995.20 per month.

MSP to approve the resolution 2015-33 to commit fund balance for GASB 54.

MSP to approve the 2016 meeting schedule set on the first and third Tuesday except for the first meeting in December as it conflicts with the Annual AMC Conference. The first meeting in December will be held on Thursday, December 1, 2016.

MSP to approve the 2016 Pay Scale to reflect a 2.5% increase with the correction of pay grade 21.

MSP to approve the 2016 Fee Schedule.

MSP to approve the Final Payment for SAP 42-599-146 for a total of $398.03 to Rough Country Excavating.

MSP to approve the final payment for SAP 42-589-043 for a total of $14,891.00 to M&K Bridge Construction.

MSP to approve payment of claims on December 31, 2015.

MSP to approve the use of Recorder’s compliance funds for expenditures made in 2015 for a total of $87,825.12.

MSP to approve the 2015 Local Option Disaster Abatements for Nathan Lange for $312 and Brad Hively for $112.

MSP to offer up to 8 acres of wetland for sale for $36,425.00 per acre to be used for the park or for creating or maintaining wetlands.

MSP to approve up to $33,000 in hourly rates for Government Relations Specialist with Joe Carlson for $125/hour, travel rate being half of the hourly rate.

MSP to approve the contract with Advance to reflect the minimum wage changes.

MSP to convene as the Ditch Authority.

MSP to approve CD 64 redetermination and appoint Bill Moldestad, Steve Johnson, Duane Bendixen, and alternate Jim Weideman as viewers.

MSP to approve CD 14 redetermination and appoint viewers Jon Schueller, Kevin Vickerman, Blake Garberich, Jim Weideman as alternate. Commissioners Stensrud, Ritter, Sanow and Graupmann voted in favor. Commissioner Anderson abstained due to a conflict of interest.

MSP to approve CD 12 redetermination and appoint viewers Jon Schueller, Kevin Vickerman, Blake Garberich, Jim Weideman as alternate.

MSP to approve CD 17 redetermination and appoint viewers Jon Schueller, Kevin Vickerman, Blake Garberich, Jim Weideman as alternate.

MSP to approve CD 25 redetermination and appoint Jon Schueller, Kevin Vickerman, Blake Garberich, Jim Weideman as alternate.

MSP to approve CD 49 redetermination and appoint viewers Jon Schueller, Kevin Vickerman, Blake Garberich, Jim Weideman as alternate.

MSP to approve CD 51 redetermination and appoint viewers Bill Moldestad, Steve Johnson, Duane Bendixen and Jim Weideman as alternate.

MSP to approve hiring an IT intern at $9 per hour to assist with office moves related to the

construction project for up to 6 months.

MSP to approve the resignation of Maintenance Worker Craig Jones effective December 31, 2015.

MSP to approve the resignation of License Tech Carol Culhane effective February 2, 2016.

MSP to approve the resignation of Appraiser Brian Rosenau effective December 10, 2015.

MSP to accept the resignation of Environmental Administrator Paul Henriksen effective

December 31, 2015.

MSP to approve the elected official’s salaries as follows: 5% increase for the Sheriff for a 2016 wage of $104,635 and 6% increase for Attorney for a 2016 wage of $117,200.

MSP to leave the Commissioner salary the same as 2015 and change the per diems to $65 with a maximum of $110 per day.

MSP to approve the levy for 2016 be set at $14,102,515.00 or 6.5% increase.

MSP to enter into closed session at 11:45 a.m.

MSP to accept the Union proposed uniform policy.

MSP to pay Corrections Officer Aaron Beek $300 to settle grievance.

MSP to adjourn at 12:30 p.m.
