A Summary of the Proceedings of the Lyon County Board

9:00 a.m. pursuant to notice the Lyon County Commissioners met with the following members present: Commissioners Anderson, Sanow, Graupmann and Ritter. Commissioner Stensrud was

absent. Also present: Administrator Stomberg and Attorney Maes.

MSP to approve the agenda with the additions of Partial Pay

Estimates; County 10 and County 13 improvements and Driver’s

License staff replacement.

MSP to approve the consent Agenda.

MSP to allow the city to use the remaining $274,000 legacy grant to fund the final portion of the Camden Bike Trail.

MSP to approve Vanguard Computer Aided Mass Appraisal (CAMA) system to be funded from the unallocated recorder’s

account on a five year payment program.

MSP to approve extending hours to Assessing Dept. by 40 hours/week.

MSP to approve draft issuing a Request for Qualification (RFQ) for a Government Relations Specialist.

MSP to allow hookup with follow-up inspection, and to set the fee at $590, and accept the application for utility permit on ditch right of way.

MSP to leave Extension Technical employee at 30 hours/week.

MSP to approve to hire Jennifer Johnson as General Equipment Operator starting at $21.00/hour with an approximate start date of December 1, pending successful drug test.

MSP to hire Shelby Coens as Correctional Officer in the Jail and potentially working in Dispatch in the future with a starting wage of $15.47/hour and a start date of on or around November 17th.

MSP to approve hire of Benjamin Bigelbach as Correctional Officer in the Jail with a starting wage of $15.47/hour and a start date of on or around November 17th.

MSP to hire Jonathan Ellis as Deputy Sheriff at base pay for Deputy at $20.57, pay grade 10, effective on or around November 17th.

MSP to approve Resolution 2015-31 Lyon County Peace Officer for PERA.

MSP to move into closed session.

MSP to move out of closed session.

The meeting was adjourned at 11:45 a.m.

MSP Approve regular agenda with additions; Winter Storage agreement, Lobbying for Landfill discussion, and Closed Session for Union negotiations.

MSP Approve the Consent Agenda.

MSP Approve Winter Storage agreement.

MSP Approve Aeration permit applications for 2015-2016.

MSP Approve MACC contract at $3,500/month for 2016.

MSP Approve Cost Allocation Plan with Government Management Group.

MSP Approve Resolution 2015-27 to hire Sherri Kitchenmaster as Lyon County Assessor.

MSP Approve sale of wetland credits for $5,755.15 to Arlen Stensby.

MSP Approve County Highway Dept. to purchase wetland credits from the Black Rush Restoration Project for $8,499.08.

MSP Approve RFP for Lobbyist for the Landfill.

MSP Approve Lockwood purchase of 2016 Impala for $18,760 and 2016 Journey for $21,999 in Sheriff’s Dept.

MSP Approve purchase of 2016 Journey for $21,999 for Jail Transport.

MSP Approve Sheriff’s 2007 Charger, Fusion and Durango

vehicles be declared surplus and sold on MNBid.

MSP Approve authorization for A/T to apply for County credit card with $10,000 limit.

MS Terminate ABE lease as of January 1, 2016.

In favor: Anderson, Graupmann, Stensrud, Ritter

Opposed: Sanow

Motion passes 4-1

MSP Approve to table ABE discussion and bring back to Oct. 20 Board meeting.

MSP Approve County participation in SHIP grant to provide two lactation rooms in Govt. Buildings.

MSP Approve Lyon County Breastfeeding Support Policy.

MSP Approve Facilities Maintenance position description.

MSP Approve RFP for cleaning services for Public Works and

Extension office complex.

MSP Approve Environmental Administrator job description and begin advertising for the position. MSP Closed for Labor negotiations.

MSP Adjourn 12:00pm.

MSP Approve regular agenda with addition of Ditch 62 discussion.

MSP Approve the Consent Agenda.

MSP Approve Resolution 2015-28 in support of the State leasing and operating the vacant 1,600 bed prison in Appleton.

MSP Approve Landfill tonnage and tipping fees.

MSP Approve JPA with YMC to provide solid waste services.

MSP Approve contract with ACOM Solutions for paperless AP for $35,995 with ongoing $6,000 annual fee.

MSP Approve appointment of Commissioners Anderson and Stensrud to Drainage Committee.

MSP Approve Ditch Inspector Hammer to direct Casey’s to correct damage to drain tile on CD 62.

MSP Approve Resolution 2015-29 awarding sale of Ditch bonds at $2,700,000.

MSP Approve 6 month lease agreement as of January 1, 2016 at the Govt. Center with ABE for 13.50 sq. ft.

MSP Approve purchase of two high definition squad car cameras for $10,040 for Sheriff.

MSP Approve public sale of County land adjacent to Russell cemetery, with minimum sale price per acre at $1,500.

MSP Approve purchase of computers for various departments for $35,192.40.

MSP Approve hire of Steve Knutson for Facilities Maintenance position.

MSP Adjourn 11:28am.
