A Summary of the Proceedings of the Lyon County Board
9:00 a.m. pursuant to notice the Lyon County Commissioners met with the following members present: Commissioners Anderson, Sanow, Graupmann, Stensrud and Ritter. Also present: Administrator Stomberg and Attorney Maes.
MSP Approve regular agenda with additions; Environmental
Administrator position discussion, Parks Maintenance Supervisor position, Highway Accountant Segregation of Duties discussion, and Quote for striping CP 15:HS.
MSP Approve the Consent Agenda.
MSP Approve CUP for Buysee Turkeys.
MSP Approve close Garvin Park to other hunters during the first turkey hunting season; April 13th to April 17th, and allow a youth turkey hunt.
MSP Approve JPA with Lincoln County to allow funding for Joint County Ditch 13 and Joint County Ditch 31.
MSP Approve A/T office cross training current Government Center payroll staff in Highway Accountant payroll and accounts payable activities.
9:40 am Board convened as Ditch Authority
County Ditch 70 & redetermination projects
Ditch Inspector Todd Hammer recommended that lead viewers for CD 70 would be Lee Moldestad, Gayle Rasmussen and Ross
Eischens. Alternate: James Weedeman with Luke Olson would be available for technical services. Viewers will be asked come back with recommendation to possibly consolidate the two Ditch systems.

MSP CD 9 Appoint lead viewer for CD70 Lee Moldestad, Gayle Rasmussen and Ross Eischens. Alternate: James Weedeman with Luke Olson would be available for technical services.
MSP CD 70 Approve clean out of Ditch70 not to exceed 55,000.
9:55am Board adjourned Ditch Authority and reassembled as Regular Board
MSP Approve Professional Services directing Burns and McDonnell to conduct a feasibility study of landfill gas beneficial uses, not to exceed $40,000.
MSP Approve award CP 15:74 to McLaughlin and Schulz, Inc. at a contract bid price of $647,665.00 and authorize the Chairman of the Board to sign.
MSP Approve final payment to AAA Striping Service Co for CP 14:HS in the amount of $55,893.58.
MSP Approve low quote for striping from Traffic Marking Svc. Inc. for CP 15:HS in the amount of $52,107.32.
MSP Approve final payment to McLaughlin & Schulz, Inc. for SAP 42-610-037 in the amount of $164,811.36.
MSP Approve Resolution 2015-26 and to issue General Obligation Ditch Bonds, Series 2015B, not to exceed $3,510,000.
Motion: Approve levy at the amount of 14,639,206.
In Favor: Sanow, Stensrud, Graupmann, Anderson
Opposed: Ritter
Motion passes 4-1
Truth & Taxation date set: Tuesday, Dec. 1 at 6:00pm.
