City sets hearing for project that will affect Camden Drive, James Avenue and golf course

MARSHALL — Construction in the neighborhood around South Fourth Street and Country Club Drive won’t end with the Fourth Street project.

On Tuesday, the Marshall City Council called for a public hearing on planned street and utility construction on parts of Camden Drive and James Avenue. The construction project would also include replacement of a storm sewer main that cuts across the Marshall Golf Course to the Redwood River, said Marshall City Engineer Jason Anderson.

The council set a Nov. 10 hearing date for the project.

Anderson went over the details of the planned construction with council members Tuesday evening. The project would replace the streets and utility lines along a segment of James Avenue between South Fourth Street and Camden Drive; and along a segment of Camden Drive between James Avenue and South Fourth Street. In addition, Anderson said, a storm sewer line that goes under Country Club Drive and the golf course would also be replaced.

“There’s a lot of things we’re going to have to work out with them,” Anderson said, but he said the city would try to minimize the impact construction would have on the golf course.

Anderson said the city held a Zoom meeting for property owners in the area to talk about the proposed project.

“We received some input, but not a lot of input. It wasn’t very well attended,” he said.

A feasibility study on the project said the last time Camden Drive was resurfaced was in 2001. Parts of the road surface on both Camden Drive and James Avenue are badly deteriorated, the study said.

Anderson said the proposed construction would make part of James Avenue three feet narrower, while making the sidewalks wider. Camden Drive would stay at its current width of 31.5 feet, he said.

The construction wold cost an estimated $920,000. The total project cost, including contingencies and engineering costs, would be closer to $1.17 million. The city anticipates advertising for bids for the project in January and February, and starting construction in April, Anderson said.

Council member Craig Schafer and Marshall Mayor Bob Byrnes said being able to advertise for bids early in the year would be a good thing for the project.

“I’d like to thank the staff for a quick turnout on this,” Schafer said.

Council members voted to set a Nov. 10 public hearing date on the project.
