A Summary of the Proceedings of the Lyon County Board

9:00 a.m. pursuant to notice the Lyon County Commissioners met with the following members present: Commissioners Anderson, Sanow, Ritter, Goodenow and Stensrud. Also present: County Administrator Stomberg, Attorney Maes.

MSP to approve the agenda with addition.

MSP to approve the consent agenda.

MSP to approve listing of expenditures made during 2013 to be paid from Recorder's compliance fund monies.

MSP to approve a resolution to commit fund balance (following procedures specified by GASB 54).

MSP to cancel 2014 special assessment and authorize Auditor/Treasurer to close affairs of Sinking Ditch VII.

MSP to approve $1,000 donation to Twin Lakes Park and $1,000 donation to Garvin Horse Camp.

MSP to approve the Resolution setting the 2014 meeting dates for the Board of Commissioner for the first and third Tuesday of each month.

MSP to approve the 2014 Fee Schedule for PW and SWCD/PZ Departments.

MSP to approve the 2014 Fee Schedule for the Sheriff's Department.

MSP to modify the A/T 2014 fee schedule so that it excludes the solid waste assessments.

MSP to approve contract for Lyon County and the City of Balaton for law enforcement.

MSP to approve contract for Lyon County and the City of Cottonwood for law enforcement.

MSP to approve contract for Lyon County and the City of Russell for law enforcement.

MSP to approve contract for Lyon County and the City of Lynd for law enforcement.

MSP 2014 Tobacco License for Farmers Coop Association- Minneota, MN.

MSP to approve Lyon County to support up to three Lyon County staff to attend Viewers training at Ridgewater with expenses including lodging and training to be paid out of ditch fund.

MSP to approve the recommendations and findings from the Planning and Zoning Board and take action on the conditional use permit request for Otter Tail Power Company to construct a pole distribution substation to be used with the existing 41.6 KV transmission line along with distribution lines.

MSP to approve the recommendations and findings from the Planning and Zoning Board on the conditional use permit request from Greg Boerboom to construct and addition onto an existing hog confinement barn. Motion passed with Goodenow, Sanow, Stensrud, and Ritter voting in favor. Commissioner Anderson abstained from voting due to a conflict of interest.

MSP to recommend an 8 acre site in 2014 with a berm across the middle, with not changes to the design presented.

MSP to enter into CIS for Phase II to use funds of $75,000 from Criminal Justice Account.

MSP to accept the donation from the Carr Family Trust and tank the Carr family on behalf of the citizens of Lyon County.

MSP to approve final payment to R&G Construction Co. in the amount of $45,926.20 and authorize the Board Chair to sign the certificate of Final Payment.

MSP to approve five final payment vouchers to Duininck, Inc. for a total of $20,398.64 and to authorize Board Chair to sign Certificates of Final Payment.

MSP to take $120,500 out of General reserves to pay for two sections already completed, to dedicate and account to budget for the operation and maintenance of County-wide trail system with the two trails to be budgeted for and completed.

MSP to accept resignation of Legal Clerk Patty Roos effective 12/27/13 with the County Attorney's office.

MSP to begin process to fill Legal Clerk position at a pay grade level 6 at 37.5 hours/week.

MSF to leave Commissioner salaries at $17,500, leave per diems as listed, and Chair will have an additional $200/ month for duties. Motion failed with Commissioners Sanow and Ritter voting in favor and Commissioners Anderson, Goodenow and Stensrud voting against.

MSP to add $25 per pay period totaling $650.00 increase to Commissioner yearly salary for a total of $18,150 for 2014. Per diems for Commissioners and stipend for Board chair to remain the same as 2013. Motion carried with Commissioners Anderson, Goodenow and Stensrud voting in favor. Commissioners Sanow and Ritter voted against.

MSP to hire a Park Program Coordinator and a Park Maintenance Supervisor with the knowledge that one of the positions will be a lead position. Motion carried with Commissioners Anderson, Goodenow, Sanow and Stensrud voting in favor. Commissioner Ritter voted against.

MSP to leave the highway staffing dollars in the proposed budget as is. Motion carried with Commissioners Anderson, Goodenow and Stensrud voting in favor. Commissioners Sanow and Ritter voted against.

MSP to move to closed session to discuss elected official salaries.

MSP to set elected salaries as below:

Auditor/Treasurer's salary: $82,000 to $85,700 at 4.5% increase, County Attorney: $104,219.68 to $107,346 at 3% increase, Recorder: $61,250 to $65,000 at 6% increase, Sheriff: $90,350 to $94,900 at 5% increase

MSP to take $25,000 out of full time salary budget and $5,000 out of part time budgeted hours for a total reduction of $30,000.

MSF to take out the STS program in the Parks Department Budget. Motion failed with Commissioners Sanow and Ritter voting in favor. Commissioners Anderson, Goodenow and Stensrud voted against.

MSP to fund RSVP $24,000 (for 1/2 a year) contingent upon federal matching grant money to begin on July 1, 2014. MSF to set the 2014 budget for $12,164,341 consisting of a 0% increase. Motion failed with Commissioners Sanow and Ritter voting in favor. Commissioners Anderson, Goodenow and Stensrud voted against.

MSP to set the 2014 budget for $12,676,566 consisting of a 4.21 increase from 2013. Motion passed with Commissioners Anderson, Goodenow and Stensrud voting in favor. Commissioners Sanow and Ritter voted against.

MSP to adjourn.
