Lincoln County Board approves spending items

IVANHOE?-?The Lincoln County Board voted to authorize an immediate payment to the Lac qui Parle Yellow Bank Watershed Board for work on Judicial Ditch 28 from general reserves at its special meeting on Thursday afternoon before the yearly truth-in-taxation meeting.

Two payments of $64,000 and $148,000 were authorized in advance of a resolution to be drawn up that will charge the payments back to the ditch authority, at an interest rate of 2 percent, to be assessed to the landowners along the ditch on a payment schedule to be determined. The payments were made to the watershed board to enable them to pay contractors There will be further payments due early next year.

The ditch improvement project is almost completed, with only seeding left to be done in the spring of 2013.

The commissioners decided to postpone a decision on whether to renew a contract with Environmental GIS Consulting or contract with Lyon County for Geographic Information Systems services.

County Environmental Administrator Robert Olsen recommended renewing the contract, but after Commissioner Adam Gillund made a motion to contract with Lyon County, the board decided to wait until the commissioners had time to examine the alternatives.

At Olsen's recommendation, the board entered into an agreement with Thomas Barber to provide a trailer to the Lincoln County Environmental office for the purpose of collecting recycled metal materials. Barber will collect and sell the metal to recycling facilities and assume all risks to his person and property.

On the recommendation of County Engineer Lee Amundson, the board authorized a payment of $21,300 to the engineering firm SEH Inc. to design and make plans for three bridge structures.

The board also voted to approve Amundson's request to authorize creation of a special account initially containing $75,000 for capital improvements in the highway department.
