Ohio death row inmate: Doctor couldn't find veins

COLUMBUS, Ohio (AP) — A condemned child killer has testified that a prison doctor couldn't find veins in his arms when doing a check-up ahead of his scheduled execution.

Ronald Phillips says the doctor from the prison that houses Ohio's death chamber said after the assessment he could only find a vein on Phillips' right hand.

Phillips testified by video during a federal court hearing Friday that the doctor checked his arms several times during the Oct. 18 procedure.

The Department of Rehabilitation and Correction requires such checks a few weeks before an execution.

Phillips testified for more than an hour as part of a lawsuit his attorneys filed. They are trying to stop his execution while they challenge changes to the state's execution policy and the adoption of new lethal injection drugs.
