ST. PAUL, Minn. (AP) — A grand jury has found St. Paul police were justified in using deadly force in the fatal shooting of a man who tried to rob a grocery store in December.
The Ramsey County grand jury declined to indict police in the death of 20-year-old Melvin Fletcher Jr.
Fletcher tried to rob a Kowalski's Market in St. Paul on the morning of Dec. 17. According to search warrant affidavits, Fletcher was shot after a foot chase.
Fletcher's mother, Gayla Perkins, tells the St. Paul Pioneer Press (http://bit.ly/1bEijyE ) the grand jury's decision is "outrageous."
Dave Titus, head of the St. Paul Police Federation, says the grand jury's decision "was proper."
A St. Paul Police Department spokesman says the incident will be placed under administrative review to make sure department practices were followed.
