What does quality workmanship have to do with the basic concept that governments should bid out projects so that the taxpayers' (property owners) dollars are spent wisely?

Sigh...the YMC property owners/taxpayers should be upset with the lack of fiscal responsibility of their county commissioners. To even consider NOT bidding out a multi-million dollar court house is irresponsible with TAXPAYERS' money!

Come on commissioners, you can do much, much better!
