Aren't you forgetting to mention that you require a paid subscription to the newspaper to view this "public info"? Why don't you post this public info online Independent? I don't pay for a local newspaper - so I am not getting these notices 'reliably, consistently and in a place I'm sure to see it'.

This is about getting the information to the public reliably, consistently and in a place where they are sure to see it (and are accustomed to seeing it): the paper, not buried in a website somewhere."

That's false. This is ALL about dollars and cents. If the Independent is truly concerned about getting the information to the public, it will check the county website and then report that in the paper. The county would save money(and therefore tax dollars) not having to pay the paper for a PUBLIC notice.
