That's right Jared...They award the bids and then they start talking bonds. Totally backwards, but we have learned that this is business as usual in Marshall.

This is great question to ask although it seems like it should have been asked BEFORE bids were being awarded!? When I do renovation projects on my house I verify that my budget can support it before I proceed. I don't understand why MMU operates outside this principle? My guess would be they know they can fleece the tax payers for the difference.
