So if the republicans in Washington pass huge subsidies for oil companies and tax breaks for millionaires it's enabling job creators, but if the state and local government grant subsidies with a requirement that new jobs are created it's a handout?

A 99 year lease and this amount of subsidy appears out of line. Also the tracking and enforcement of the "job creation" aspect of these subsidies is quickly forgotten.

If the government is being asked to provide subsidies that allow businesses to grow and create jobs, then whats the purpose of awarding tax breaks to the wealthy, a.k.a. "job creators"?

I am glad to keep the business, but I don't think that it is the cities place to replace a bank. A bank giving them financing should have been the first option.
