Not only are our elected officials pretty good at debating and public speaking, they apparently can also bring things back from the dead....

Complete transparency? Now thats a switch for a gov of 100% democrats. Just sign it and you can read it later sounds like a common approach that has been successful in the past.

I'm at a loss trying to understand the consternation expressed in this editorial. The legislative procedure which occurred may have been unusual but it was done with complete transparency and with the support of a majority of legislators as evidenced by the vote count. Obviously, there is a great deal more that needs to be agreed upon before any of the proposals become policy but that's exactly how our government SHOULD work. The more individuals from BOTH sides that negotiate a solution, the better the final result - at least in theory.
