What about lawn mowers, skid loaders, backhoes etc... that are driving around town? Those are acceptable to be on the road?

Yeah the simple, and easy answer is No, but that doesn't mean it is the correct one. If we can allow a bicycle and motorcycles to go on roads, why not a golf cart, UTV, or ATV? I don't think a seat belt is necessary(helmet for an ATV yes), but either a slow moving vehicle sign or turn signals would be necessary. Most golf carts go less than 15 mph, which can be less than an individual on a pedal bike. UTV typically have roll cages and seatbelts (though not necessarily turn signals). It isn't an issue of safety, because frankly there are many towns that have these ordinances and we don't see a rash of injuries. It all comes down to being a alert, paying attention, and sharing the road. I am sure Marshall will put a nice little fee in place to license the vehicle and once on the road the police can issue citations, so it is a "Money Boom" for the city. :)
