At least Minnesota has the good sense to require that candidates for sheriff have law enforcement credentials. There are states where anybody can get elected as sheriff, whether they know anything about law enforcement or not.

Appointing (i.e., hiring) people to fill these positions gives us a better chance of getting a qualified person in the role. Elected officials often lack the qualifications to do the job, but get elected because they're popular or know how to run a good campaign. Witness Tracy, where the city is suffering the ill effects of having elected an unqualified, but popular, "good ole boy" as mayor.
