ADVERTISEMENT FOR BIDS
Sealed bids will be received by Marshall Municipal Utilities’ Engineering Firm, DGR Engineering, located at 1302 South Union Street, Rock Rapids, IA 51246 until 1:30 P.M. on the 28th day of September, 2017, for the Generator Control System Upgrade project, at which time the bids shall be publicly opened and read aloud.
The general nature of the work on which proposals will be received consists of performing a control system upgrade for MMU’s 16.5 MW GE Frame 5 turbine generator set located adjacent to their Saratoga
Substation. The turbine generator set was originally installed in 1968, and in the mid-1990’s the original controls were upgraded to a GE Speedtronic Mark V system. The project includes replacement of the existing Speedtronic control system and the existing electromechanical relaying with updated technology. An alternate bid option is to include the replacement of the existing generator original motor control center and related equipment.
The above work shall be in accordance with the specifications and
proposed form of contract now on file in the office of Marshall Municipal Utilities in said City of Marshall, Minnesota, by this reference made a part hereof, as though fully set out and incorporated herein.
All bids shall be made on proposal forms furnished by the Engineer and shall be accompanied by bid security in the form of a certified check or bid bond, made payable to Marshall Municipal Utilities, Marshall,
Minnesota, in the amount of ten percent (10%) of the bid, which security becomes the property of the Marshall Municipal Utilities in the event the successful bidder fails to enter into a contract and post satisfactory performance and payment bonds.

Payment to the Contractor will be made on the basis of ninety percent (95%) upon certification of work completed; five percent (5%) within thirty-one (31) days after final completion and acceptance. The
construction shall be performed upon a Notice to Proceed issuance. Substantial completion of the project shall be no later than May 25, 2018. See Section 01 3213 “Construction Schedule” in the Technical Specifications for more details on construction timing requirements.
Marshall Municipal Utilities reserves the right to defer acceptance of any proposal for a period not to exceed thirty (30) days after the date proposals are received and no proposal may be withdrawn during this period. Marshall Municipal Utilities also reserves the right to reject any or all bids and enter into such contract as it shall deem to be in the best interest of Marshall Municipal Utilities.
