NOTICE OF PUBLIC HEARING ON A PROPOSAL FOR THE ISSUANCE OF HOUSING REVENUE REFUNDING BONDS FOR SOUTHWEST MINNESOTA HOUSING PARTNERSHIP PROJECT

Notice is hereby given that the City Council of the City of Marshall,

Minnesota (“Marshall”) will meet in the Professional Development Room at the Marshall Middle School, 401 South Saratoga Street, in Marshall, at 5:30 p.m. on Tuesday, July 25, 2017 to consider giving host approval to the issuance by the City of Jackson, Minnesota

(“Jackson”) of revenue obligations, in one or more series, under

Minnesota Statutes, Chapter 462C, as amended (the “Act”), in order to refinance the cost of a project located in Marshall.

Southwest Minnesota Housing Partnership, a Minnesota nonprofit

corporation and 501(c)(3) organization (the “Borrower”) proposes to refinance its facilities consisting of 20 units of multifamily housing

located at 1000-1022 and 1017-1023 Homedale Drive and 2006-2012 Wedgewood Lane in the City of Jackson, Minnesota, 16 units of

multifamily housing located at 542-548 and 572-578 15th Street and 1040-1046 and 1051-1057 3rd Street in the City of Dawson,

Minnesota; 11 units of multifamily housing located at 506 and 508 Broadway Avenue, 109-115 Milwaukee Street, 300-304 Minnesota Street and 102 and 104 3rd Avenue South in the City of Lakefield,

Minnesota, 18 units of multifamily housing located at 1103-1109 Paris Road in the City of Marshall, Minnesota and 16 units of multifamily housing located at 2101-2107 Sheridan Avenue in the City of Montevideo, Minnesota (the “Project Facilities”) which were previously financed with the proceeds of Jackson’s Housing Revenue Bonds (Southwest

Minnesota Housing Partnership Project), Series 2004 (the “Series 2004 Bonds”). The Project Facilities are owned and operated by the Borrower.

The maximum estimated principal amount of the Bonds to be issued to refinance the Project Facilities is $5,000,000.

The note or other obligation, as and when issued by Jackson, will not constitute a charge, lien or encumbrance upon any property of Marshall and such obligation will not be a charge against the general credit or taxing powers of Marshall but will be payable from sums to be paid by the Borrower pursuant to a revenue agreement with Jackson.

At the time and place fixed for the Public Hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. Written comments will be

considered if submitted at the above City office on or before the date of the hearing.
