Lyon County appoints liaison to LPRW Board

MARSHALL — Lyon County commissioners got good news this week about their request to have a liaison to the Lincoln Pipestone Rural Water Board. While there were still some questions as to how the arrangement would work, commissioners decided to choose a county representative, and continue the discussion of how to communicate better with the rural water board.

At the Lyon County Board’s regular meeting Tuesday, County Administrator Loren Stomberg said the LPRW board had approved the idea of having county-appointed liaisons to attend the rural water board’s monthly meetings. The LPRW system serves customers in a 10-county area, including 907 customers in Lyon County.

This summer, Lyon County commissioners expressed frustration about not having more communication with the rural water board. Since counties are potentially liable for portions of the water system’s bonds, elected officials should have a voice on the board, they said. In discussion with LPRW board and staff members in August, commissioners suggested having a county elected official attend LPRW board meetings as a liaison to the board.

On Tuesday, Stomberg said LPRW had approved that idea. However, he said, the information he received didn’t clarify whether there should be one county government liaison, or if each county in the LPRW service area would appoint a liaison.

County Board Chairman Paul Graupmann asked if commissioners wanted to approach other counties with the question.

“I think we could appoint someone from this board,” and continue the discussion with officials from other counties, said Commissioner Charlie Sanow. He said that discussion could happen at the next district meeting of the Association of Minnesota Counties, which brings together Lyon and several other counties in southwest Minnesota.

With that idea in mind, commissioners appointed Gary Crowley as a primary liaison to the LPRW Board, and Rick Anderson as an alternate.
