Highway 23 study report released

MARSHALL – The final report from a safety assessment on the Minnesota Highway 23 corridor in Marshall is available for the public to read online, the Minnesota Department of Transportation said Monday.

MnDOT announced the release of the safety assessment report, which gives an overview of the study that was conducted earlier this year, through a partnership of MnDOT, the city of Marshall, Lyon County and the Marshall Area Transportation Group. The study combined traffic and crash data from along Highway 23 in Marshall, with feedback from several community events and focus groups held over the course of the year.

Study results and recommendations were first announced at a public event in Marshall in August.

The results of the study recommended a combination of methods to improve safety in the highway corridor, including building reduced-conflict (“J-turn”) intersections, roundabouts and raised medians at different intersections with Highway 23. Not all the recommendations will be pursued at the same time, the report said. As a first priority, report recommends MnDOT seek funding for improvements like J-turns at the Highway 23/Lyon County Road 7 intersection and at the Highway 23/Lyon Street intersection; and restricting access at the Highway 23/Clarice Avenue intersection. Public education along with the road improvements is also listed as a priority.

However, the report said, priorities for safety improvements along the Highway 23 corridor depends on available funding and construction opportunities. It can take two to five years to take an improvement project from planning to construction, the report said.
